Food buffs sit in a tier list, and this one is near the top: only one item beats it outright and one other matches it. For a permanent buff you can keep running all day, that puts it comfortably in the bracket you want before a boss attempt.

The reason to target it specifically is that the drop comes off enemies you are probably already killing. The tactical skeleton types spawn in the Hardmode Dungeon, which is a place most players farm anyway, and Paladins drop it far more often than the rest. Set up for Paladins and you get gear rolls and a stockpile of food out of the same session.

The description is a nod to a grilled fish item from Castlevania: Order of Ecclesia, phrased almost the same way. The choice of which skeletons carry it is its own gag: they are the ones whose ribs are hanging out.
