Every pickaxe and drill in Terraria 1.4.5 in the order you can get them, weakest to strongest. Ores are gated by pickaxe power, so the whole game's mining progression is a ladder of these 44 tools; the notes between tiers list exactly what each power level unlocks, taken from the game's own mining checks.

65-70%: the evil biome tier2

65% is the big early gate: Ebonstone, Crimstone, Pearlstone and Hellstone all need it. The Nightmare and Deathbringer picks from the first evil boss get you into the Underworld's Hellstone.

100%: into hardmode1

The Molten Pickaxe is the last pre-hardmode tool and the only one that can mine Cobalt and Palladium once the Wall of Flesh falls. 100% also breaks Dungeon Bricks where they sit.

Cobalt and Palladium tools break the 110% gate on Mythril and Orichalcum. The drills swing faster, the pickaxes reach a tile further and can be reforged for speed.

200-210%: Chlorophyte and the Temple7

200% (Drax, Pickaxe Axe, the Chlorophyte and Spectre tools) mines Chlorophyte after any mechanical boss. The Picksaw's 210% is the only pre-Moon Lord way through Lihzahrd Bricks and temple traps.
