The Glittery Butterfly drifts after you instead of running, so it falls behind during fast travel more than most pets do. The developers apparently built it a teleport animation for exactly that problem and then never switched the thing on, so it is still sitting unused in the files.

The buff line quotes the theme song of the 1980s cartoon Jem, and the wings are close to a pair of vanity wings that only ever existed on the older handheld and console builds.
