how it attacks
Every cast drops a curtain of icicles from above onto wherever you point, spread across an area rather than aimed at one spot. That spread is the weapon. It saturates ground, so it is at its best against a dense pack or against something big enough that most of the shards connect.
The icicles fall out of the sky and stop at solid blocks, so ceilings ruin it. You want open air overhead. Underground it is close to useless, and the same goes for any arena you have roofed over for safety.
They do not pierce either, so one shard is one hit. Water slows them noticeably, which matters in the Ocean and in flooded caverns.
where it fits
It is the natural step up from the Meteor Staff, giving up the explosion and the piercing in exchange for far more projectiles per cast. It stays good throughout the event that drops it, since the Frost Moon is exactly the dense crowd it wants. Lunar Flare later does the same job with tracking and block penetration, and once you have that this can be shelved.
