Plenty Satisfied is the middle rung of the three food tiers, not the top one, so a cookie is a stopgap rather than something you eat before a boss if you have better. It can be cleared by hand at any point, which is useful when you want to re-up with a stronger dish going into a fight instead of waiting the timer out.
