It comes out of the Angler reward pool and that pool is deep, so there is no way to aim for it. Hand in fish daily and it turns up eventually, alongside the crates and the fishing gear you were actually after.

It hangs on a background wall the way a painting does, so it needs a walled room and cannot go on a bare post. The minimap files it under trophies rather than furniture, which is worth knowing if you are trying to find one you placed months ago somewhere in a large base.
