Flower Pow

This is a flail that shoots. While it is out it fires petals at whatever enemy is closest, which means most of your damage comes from the flail simply being in the vicinity of a fight rather than from you landing the head on anything.

The petal rate roughly doubles while the head is resting on a block. Dropping the flail onto the floor near enemies and holding it there beats swinging it, and it frees you up to concentrate on dodging. The petals also reach much further than the flail itself, so the head does not need to be anywhere near the target.

The throw is short, so anything you want to hit with the head has to come to you. The flail inherits your movement as well, so running while it is out drags it along instead of extending its reach. Knockback on the petals is small enough that it will not keep anything off you.

A pun on flower power, the old peace slogan, in the same joke family as the Dao of Pow. The petals are the same ones Plantera opens her fight with.
