You need a Steampunker whose name rolled as Whitney, and then you need her dead. Town residents cannot be attacked directly, so this is a matter of arranging an accident: a trap, a boulder, a shallow lava pool, or one of the joke items built for exactly this purpose. Keep the lava shallow, because a deep pool will burn the drop before you can grab it.

The condition reads the original English name and nothing else. Renaming her yourself does nothing, and a resource pack that relabels some other resident as Whitney does nothing either. Either the world rolled it or it did not.

It is a guitar. Distance from the player to the cursor picks the chord, walking up a fixed ladder of six as you move the cursor further out, and the current one is displayed under the cursor while the item is held. None of it is combat useful. It exists for people building instrument rooms.

Whitney is Cenx, one of the leads on the game, and the tooltip points at the band she and Redigit play in. It belongs to a very small group of items that only exist when an NPC happens to roll a specific name.
