Yoyos live on reach and how long they stay out, not on the number in the tooltip. This is a clear step up from the wooden starters in both, and it is usually the first one a player finds that can hold a lane in front of them while they back away from something. Fights turn into a matter of parking the string rather than aiming.
It is worth building around instead of just holding. A counterweight puts a second projectile bouncing off whatever you are hitting, and a longer string lets you stay further back while the yoyo works. Without those the class feels weak. With them it carries the whole pre-Hardmode stretch comfortably.
the name
Terraria names its yoyos after real competition models, and this is one of them, made by One Drop. The small mark at the bottom of the tooltip is that company's logo.
