the tradeoff
Tipsy is filed as a debuff and it earns the label with a defense penalty, but everything else it hands you is a straight melee buff plus a bit of fishing power. If you are swinging a sword and can afford to eat slightly more per hit, that is close to free damage. If you are already dying to chip damage from things you cannot avoid, skip it.
canceling the downside
Food buffs offset the lost defense, and the highest tier of food erases it entirely, so eat before you drink. An Ironskin Potion overshoots the penalty on its own. Run either and you keep the melee bonuses with nothing sitting on the negative side of the ledger. This also lasts twice as long as Ale, which is the argument for buying it off the Traveling Merchant when he turns up rather than brewing the cheap option.
side uses
It slashes the time it takes to produce Poo, which matters if you are mass producing Fertilizer for tree farming. The Nurse strips debuffs on heal, so drinking and healing in a loop is a fast way to rack up the Frequent Flyer achievement.
