This is the top food tier, not the basic one, and it comes free out of Christmas presents rather than a kitchen. The timer is the catch: it runs out fast compared with most food, so it is a pre-fight consumable rather than something to eat before a long dig. Save them for boss attempts and eat something longer-lasting while you explore.
open presents in bulk
Presents drop constantly during the event and open into a wide table, so cookies come in as a side effect of hunting for the rare toys. Pile up presents while the event runs and open them later, since the food inside does not expire and the event does.
the tooltip lies a little
The wording hints at a sugar high, but eating one gives you the food buff and nothing else. There is no speed boost hiding in it.
