the yoyo is only half the weapon
Most of the damage lives in the orbs. They pour out constantly and aim at whatever is closest to the yoyo, not to you, so parking the string inside a crowd plays very differently from holding it at arm's length. They fly straight and never correct, and each one connects a single time before going inert. With nothing in range they scatter in random directions, which is wasted output.
the accessories matter more here
A counterweight and a yoyo glove both trigger off orb hits rather than only the yoyo body, so a full kit does considerably more for this than for any other yoyo. The duplicate that the glove produces fires its own orbs on top. The yoyo and the orbs also run separate immunity timers, so neither one blocks the other, and that is why it usually out-damages the flashier Moon Lord drops in a long fight.
the Legendary exception
Yoyos cannot normally roll Legendary, because that modifier carries a speed bonus that does not apply to them. This weapon got a version written specifically for it, with its own internal id, so Legendary genuinely is the target when you sit down at the Goblin Tinkerer.
it exists in real life
One Drop built a physical Terrarian after the weapon shipped, then followed it with a Legendary Terrarian. The game added the matching modifier afterwards. The name went from the game to a shelf and back again.
