You will not find these wandering around by default. Either a Blood Moon rises over a Crimson world and the rabbits that spawn come out corrupted, or you throw Vicious Powder onto an ordinary Bunny yourself. The powder route is the useful one, because it puts the supply on your schedule instead of the game's.
farming them
A Bunny Statue wired to a timer or a pressure plate, with powder waiting at the exit, turns a slow set of drops into something you can grind at whatever pace suits you. That is the practical way to get the Bunny Hood, the kite and the banner. Two catches. Statue spawns carry no coins, so treat it as a drops farm and never an income one, and they cannot drop Bloody Tears despite turning up during a Blood Moon, so they do nothing toward keeping the night going.
