No stats, no reforging, nothing but the look. Put it in a social slot so you are not giving up a functional accessory to wear a ring over your head. It survives onto the mounts that change your character model, which is more than a lot of head vanity manages.

The Traveling Merchant carries it less often than anything else in his rotation, so if it appears and you can cover the price, take it then. He does not stay long and the odds of the same line coming up again soon are poor.

It stays visible in an unlit cave even though it emits no light of its own, the same way a fallen star reads in the dark. Handy for spotting your character in a black tunnel, less handy if you were trying to be subtle.
