Like the rest of the party wardrobe, the Clothier only lists it while a party is running, and parties fire rarely enough on their own that most players never notice the stock exists. Trigger one deliberately with a party center and clear his entire party inventory in a single visit.

It cannot take a modifier and gives no stats, so keep it in a social slot. Wearing it in a real accessory slot costs you an actual bonus for nothing.
