Nothing in the game speeds a phase up, so treat the right night as the shopping trip. Buy spares of the cap and the gown if you are kitting out more than one character, because coming back is expensive in real time.

Each graduation color has its own phase, so the blue and maroon versions are never on the shelf beside this one. Collecting all three means three separate nights spread across the cycle.

Both pieces are costume only, worn in the social slots over live armor. The gown covers the legs as well as the body, so the leg vanity slot stays free. The point of three colors is a group photo, which is worth planning if you have friends who want to match.
