How to craft it
stack them, then switch
Each javelin that lands sticks in the target and starts bleeding it. The effect stacks, but only up to six at once, and past that every extra throw is wasted. The right pattern is to open a fight by landing six quickly, then put them away and go back to your real weapon while the damage ticks on its own.
why it stays useful
The damage over time is fixed. Armor bonuses, accessories and buffs do nothing for it, so it never scales, but it also never cares how tough the target is. Against pre-Hardmode bosses that is free background damage layered on top of whatever else you are doing, and it costs a few seconds of throwing.
Against ordinary enemies it is mostly waste. They die before the ticks add up to anything and you have burned a consumable to get there.
an odd interaction
Granite Golems swallow the javelins outright when they guard, then take a rapid run of tiny hits once the guard drops. It is a quirk of how the bleed is applied rather than something you can build around.
