A normal stick settles where it lands. This one keeps its speed after every impact and rolls without bleeding momentum, so a throw down a tunnel can end up a long way past the spot you wanted opened. For mining that is a liability. You spend the fuse chasing your own charge, and half the time it takes the ore you were digging for.
where it is good
Player versus player. Nobody can read where a bouncing charge will settle, including the person who threw it, and that unpredictability is worth more than accuracy against a target actively trying to dodge. It is also fine for demolishing something large where the exact shape of the hole does not matter.
