Where it earns a slot is in builds. The bubbles drift with the world wind, the same wind that pushes the clouds behind the surface, so a wand left running in a party room or an underwater themed space gives you decoration that reacts to the weather. The Bubble Machine does the same job with a thinner stream, which is why the wand wins when you want the effect to be obvious.
