Using one sends the request off and the cat turns up the following morning, so nothing happens on the spot and there is no point waiting around. Buy several at once. Using another license on a cat that has already arrived rerolls its breed and its name immediately, and that is the only way to chase a specific coat, so expect to burn a few before you land on the one you pictured. Trying to reroll before it moves in just tells you to be patient.
housing
The cat needs a proper room like any other resident, with walls, furniture and light. It will happily share with a townsperson. What it will not do is share with your other town pet, so if you plan to keep a dog or a bunny too, build the second room before you go shopping at the Zoologist.
