The point of this one is the slot it frees. The helmet version takes up your head, which means going without a set bonus for as long as you want to breathe. Rolling it into an accessory lets you wear a complete armor set and still stay under water, and because it is an accessory it can take a modifier, so Warding hands back more defense than the helmet ever gave you.

Swimming and breath extension do not stack with anything else in the diving line, so wearing two pieces at once is a slot thrown away. Treat this as a stepping stone. The jellyfish and arctic versions do the same job with extras bolted on, and there is no reason to keep the plain one once you can build up.
