1getting the dog to show up
Using it spawns nothing on the spot. The dog turns up with the next sunrise and needs a room waiting for it, held to the same standard as any townsfolk: enclosed walls, a light, and something to sit at. It will happily move in with an existing resident, so you do not have to build anything new, but two town pets will not share a room.
The Zoologist only stocks the license once you have made real progress through the Bestiary, so it is a mid-run purchase rather than something you pick up the day she arrives.
rerolling the breed
If you do not like the dog you got, a second license swaps it instead of adding one. The old dog vanishes in a puff and comes straight back with a different breed and a different name, so you can keep buying until you land on the one you want. Wait until it has actually moved in first: try to exchange a dog that is still on its way and nothing happens.
