fishing them up
These are not crafted and nothing drops them. You fish them out of water in a snow biome, and unlike almost everything else on a hook they arrive as a whole pile in one catch instead of a single item. Your fishing power sets both ends of that pile, the floor and the ceiling, and there are extra rolls layered onto the ceiling that only pass if your power is high enough to clear them. In practice a starting rod gives you a handful per pull and a fully kitted setup gives you close to a stack, so fishing for these late is worth many times fishing for them early.
throwing them
In flight they behave like a Shuriken or a Throwing Knife: a flat arc that droops, then a tumble as the speed bleeds off. Each one punches through a couple of bodies before it stops, so they are at their best thrown into a row of enemies walking at you rather than at one large target. Whatever hits the ground shatters and is gone for good, so treat every throw as spent.
where they fit
This is a free ranged weapon during the stretch where ranged weapons are otherwise expensive. There is no ore, no shop and no boss standing between you and a full inventory of them, just a frozen lake and some patience. Drink a Fishing Potion before a stocking run, since it lifts every roll in the haul calculation at once and the difference over an hour is large.
one detail
The Angler throws these at anything that wanders too close to him. It is the only self defense he has.
