The Clothier will sell it once your golf score has piled up, which makes it one of the few rewards for a side activity most runs never touch. If you have no intention of swinging a club, the Traveling Merchant carries it at random with no requirement at all. Most people get theirs that way and never learn the golf route exists.

Anything worn on the back overrides it. Visible wings or a shield will draw straight over the cloak and hide it completely, so plan on either the look or the flight, not both. Armor with heavy shoulder pieces pokes through the fabric as well. Put it in a social slot, since it has no stats to protect and cannot take a modifier.

It is the Survey Corps cloak from Attack on Titan. The lead character's surname is a respelling of a German word that means hunter, which is where the item name comes from. Pair it with Pirate Pants and a Steampunk Shirt and you have the full uniform. The golf requirement is a second joke on top: a famous tournament hands its winner a jacket.
