This lands in the strong food tier and it comes off ordinary ice biome trash, which means you never farm for it. You just come home from a long trip through the frozen caves with two or three sitting in your bag. Eat one at the start of a fight rather than hoarding them, since the buff it gives is the same one you would otherwise be cooking for anyway.
The tooltip jokes about it melting. It does not, anywhere, ever. The eating animation is the one visible quirk: the particles spray forward instead of falling, which no other food does.
