The swing damage is a bonus. What this whip is for is marking a target so your minions hit harder, and it carries the heaviest tag values in the game along with a tag crit bonus. Your job in a fight is to keep the mark refreshed on whatever matters most and let the summons do the actual killing.
The multihit penalty pushes the same conclusion. Every extra enemy caught in a swing takes less, so sweeping it through a crowd dilutes it. Pick the priority target and hit that.
what to pair it with
Flat tag damage is added to every individual minion hit, which means the minions that benefit most are the ones that attack constantly for small amounts. The Blade Staff is the standout for exactly that reason, and the gap between it and a slower hitting summon widens the higher your tag damage goes.
The crit bonus behaves differently from what you might expect. Summon crit sources roll as separate events rather than adding together, so stacking this on top of armor that already grants summon crit produces a lower final number than the arithmetic suggests. It is still worth having, just not as much as adding the percentages would imply.
