Hellforgebait is the real bottleneck
A rod that works in lava is useless without something to put on it, and the three underworld critters that qualify cannot be caught with the ordinary net. This is the piece that turns lava fishing from a theory into a thing you can do. It also swings faster than the basic net and clears grass and vines while you walk.

Waiting on the Hotline Fishing Hook means grinding Angler quests deep into hardmode. The lavaproof hook out of obsidian and hellstone crates gets you fishing far sooner and works with any pole and any bait, but it still needs bait, and bait still needs this net. Build the net first and the rest of that chain opens up.

Underworld critters do function as bait in water and honey, though spending them there is a waste when ordinary bugs are everywhere. Once the golden net replaces this one, Shimmer will break it apart and hand the materials back.
