All three pieces come out of Goodie Bags, which enemies drop through the Halloween season, and every bag rolls on its own. Getting the complete outfit means opening a serious pile of them. Bags keep fine, so there is no reason to crack them as they land. Hoard them through the event and open the stack whenever you feel like it, including months later when Halloween is long over.

It is a green suit with a matching hat, appearance only, so it goes in the social slots over your real gear. Put Silver Dye on the shirt and the trim reads as a white beard, which finishes the costume better than the three pieces manage on their own.

Leprechauns come from Irish folklore: small, obsessed with shoes, sitting on buried gold, good for a wish if you catch one. The tooltips point somewhere more specific than the folklore, at the 2006 Crichton leprechaun, a heavily circulated report of one spotted in a tree in Mobile, Alabama.
