Tinkerer's Workshopit needs a floor
The mana only appears when a falling star actually lands on solid ground, and platforms do not count. Fight from a platform sky bridge, from a minecart, or hovering on wings well above the terrain, and the accessory quietly stops doing its main job. If you intend to wear this, build the arena with real blocks under it.
and it needs you nearby
Even when a star does land, it only comes to you once you are reasonably close. Further out it just hangs there until it expires, and no pickup range accessory changes that. Combined with the floor requirement, this is a ground fighter's item. If your build lives in the air, one of the cuffs does the same job without caring where you are standing.
when it is the right pick
Anything fought inside terrain suits it: caverns, the dungeon, invasion defense from a walled arena. The mana back per pickup is generous and the falling stars hit hard on their own, so getting hit gives you an offensive trickle rather than only a refill. It also carries the reduced mana cost and the automatic potion drinking from the flower half, which is one slot doing three jobs.
