This comes out of the Angler reward pool. Catch the fish he asks for, hand it in, and hope the roll lands here rather than on another crate or a stack of bait. He only sets one quest per in game day, so the whole thing runs on repetition. The upside is that the outfit arrives complete instead of one piece at a time, so a single lucky turn in finishes it.

The tail is the reason to want this. It covers your feet entirely and swaps the walk animation for a slide, so your character glides across the ground instead of stepping. That is a real change in how the sprite moves rather than a recolor, and it is the closest Terraria gets to letting you play as something other than a person on legs. The rest is ordinary social slot decoration.
