Shifting Sands Dye

Dye Trader quests are the only tap for this and the reward is random, so you cannot go and fetch a specific dye. You hand in plants until it shows up.

The look is sand pouring down whatever you apply it to, which needs a large flat surface to read properly, so it lands better on a cape or wings than on a small accessory. Hold a couple back rather than dyeing everything you own, because the pearlsand version is built from these and the crystals it wants are easy to come by later.
