two buttons, two weapons
The main attack spins the staff in a full circle around you. It covers every side at once, which is what you want when things are closing from both directions and there is no time to aim. The activate button does something else entirely: a single swing toward the cursor that throws a fanned spread of energy orbs, and those pop into lingering rings of electricity after a short flight or the moment they touch anything solid.
the rings are where the damage is
Rings park where they land and grind everything standing inside them for a second or two. Against a slow or stationary target you can lay a field down and spend the next few seconds dodging while it works. The catch is that they refuse to occupy the same space: drop a new ring onto an old one and the old one vanishes immediately. Pouring every swing into the same point throws away most of your output, so spread them across the arena and let the target walk through them. The same rule applies if you are also carrying an Electrosphere Launcher, since the two share the limit.
melee speed only helps half the weapon
Speed and size reforges are ignored, which leaves Godly and Demonic tied for the best roll. Melee speed from gear and food behaves differently: it does nothing to the spin, but it does quicken the alternate swing and the rate the orbs come out. That is worth stacking, up to a point. Push melee speed high enough and a long-standing bug drops one orb from every alternate swing, so past that threshold more speed is a damage loss.
imbues carry over
The orbs and the rings both count as your own melee attacks, so flask coatings, the frostburn from Frost armor and the Magma Stone line all apply through them, and they roll against your melee critical chance rather than a ranged one. Nothing you put on the weapon is wasted on the alternate attack.
getting one, and what it competes with
It comes off Betsy on the last tier of the Old One's Army, so there is no shortcut here: the event has to be run at full difficulty, which puts it behind Golem in practice. The closest comparison is the Electrosphere Launcher, which puts out fewer rings that last longer and hit harder while burning ammunition to do it. This one fires forever for free, which usually settles the argument for general use.
