How to craft it
the fall damage trick
Land on it from any height and you take nothing. A single layer at the floor of a hellevator is the cheapest safety net in the game: no ropes, no pool of water to break the drop, just a surface you can dive onto. It works the same way under an arena, or at the bottom of a mine shaft you use every trip.
the snowfall
Flakes fall out of the underside and drift a fair distance before thinning out, which is the reason to use it in a build rather than a plain cloud. Solid ground underneath cuts the effect short, but a hammered slope or a platform lets it through, so if you want snow reaching a floor several stories down, keep the space beneath it open or shaped.
The animation is stubborn. Actuate the block off and the snow keeps falling, and Echo Coating hides the block while leaving the flakes visible. Depending on what you are building that is either a problem to work around or a free snowfall with no visible source.
making it
The recipe needs a Sky Mill standing inside a Snow biome, which is an awkward pairing. Either haul a mill up to a cold Floating Island or pack enough snow around one at ground level to convince the game you are in the right place.
