when to make it
Fragments are the same currency as your endgame armor and wings, so turning them into dye is a second or third pillar job, not a first one. Once you are farming the lunar events for fun rather than for gear, a single run covers a full set with plenty left over.
how it reads
The base tint is a pale blue-white with a slow sparkle layered over the top. It shows up best on large flat armor panels and gets swallowed by anything already bright. If you want the sparkle visible in a screenshot, put it on wings or a cape rather than the chestplate, where the motion has room to show.
