Before Hardmode only the Golden Delight beats it, and that one asks for ingredients most worlds will not casually hand you. Steak is the version you will actually have, and it is worth saving for boss attempts rather than eating while you mine. The buff outlasts nearly any fight you will pick at this stage.

where it comes from

It is a drop, not a craft, so you cannot plan a stack. Undead Miners are the reliable source and they wander into you on their own while you dig, so this is food you accumulate over a few long Cavern trips rather than farm deliberately. The Possessed also drops it, but rarely enough to ignore.
