You get the directional beam that points where you are facing plus the washed out brightening that makes an unlit cave readable. Together that is enough to explore without dropping a single torch, which is the actual appeal for anyone who hates torch spam while tunneling.
It counts as the helmet piece for both the Mining and the Prospector sets, so you keep the set bonus while wearing it. That detail is what lifts it above a novelty, because otherwise you would be trading a bonus away for lighting you could get from a potion.
stacking with potions
A Shine Potion layers on top of it and is still worth drinking. A Night Owl Potion does not stack with it at all, so drinking one while wearing this is wasted.
