The hat, dress and boots come out of Goodie Bags, and enemies only drop those while the Halloween season is running. The game reads that off your computer's calendar rather than anything in the world, so outside the window in late October and November your choices are to wait or to move your system clock.

Bags pile up quickly once the season is on, since ordinary night spawns hand them out, but the set is one entry on a long list of possible contents and the three pieces roll separately. Expect to open a lot of them before the outfit is finished. Vampirism worlds are the other way in, with pieces turning up in chests instead of bags.

All three go in the social slots and do nothing for your stats. The set carried a long display fault where the dress hid the legs completely, including the boots that came with it, so anyone assembling the outfit lost the bottom half of it. That has been corrected and the full set now draws the way it was designed.
