when a hammer upgrade actually matters
A hammer is a shaping tool first and a wall breaker second. By the time you have chlorophyte spare, you are mostly using one to strip background walls out of an arena or to knock terrain into slopes, and doing that with a slow tool is miserable. This is the fastest version of that job you can craft.
Reforging it is a small trap. Once the game rounds the numbers, several of the top modifiers land on exactly the same mining speed, so the first good roll you get is as good as the theoretical best one. Every coin you spend after that buys nothing.
