How to craft it
the stars are the point
Every swing marks the first enemy it reaches and throws a small flight of homing stars at it. Those stars carry the whip's tag onto whatever they land on, so one swing can tag a whole cluster instead of the single target your arc physically covers. That is the gap between this and earlier whips: your minions end up pointed at more things per swing.

The volley only fires on the first hit of a swing, so hammering the button into a crowd throws most of it away. Deliberate, spaced swings produce more stars than frantic ones. There is a short pause before the stars begin tracking, and if they find nothing to chase they burn out fast, so send them at something rather than into open air.
in a summoner setup
Treat it as a tag whip first and a weapon second. It slots into a stacking rotation with whichever other whip you are running, and its job is spreading the tag to enemies your swing cannot physically touch. The stars bounce off terrain rather than dying on it, which makes it better than most homing effects in a temple corridor or a dungeon room.
