It reads whatever weapon last connected with anything and accounts for the full picture: crits, enemy defense, and every buff and armor bonus you have running. That makes it far better than doing arithmetic by hand. It is still a record of what happened rather than a theoretical maximum, so compare weapons over the same stretch of sustained fire against the same target instead of trusting one lucky burst.

Weapons that hit by contact rather than by projectile do not report their critical strikes, so those read lower than they actually perform. Damage over time from debuffs is invisible to it entirely, which means anything built around setting an enemy on fire or poisoning it will look much weaker on the readout than it is in the fight. Do not shelve a fire weapon because the meter prefers a plain one.

It works from your inventory with no slot spent, and it shares its readout with teammates standing nearby. Dummies count as valid targets, so you can set one up at home and benchmark a whole chest of weapons without going anywhere. The count is per real second rather than per game tick, so a bad frame rate drags it down and makes comparisons across different sessions unreliable.
