The bonus applies while the helmet, chestpiece and leggings are all worn together.

what the set changes about a fight

Frost armor is a Hardmode set for melee and ranged players, and its set bonus is a debuff engine rather than a stat line. Complete it and both weapon types set enemies alight with a cold burn that keeps ticking after the hit lands. Because the effect rides on the hit and not on a particular weapon, fast swings and multi-hit projectiles keep it applied to everything in the room, and the damage carries on while you are busy repositioning or drinking a potion.

The visual side is loud. Weapons glow blue and shed particles, you leave a snow trail as you run, and your hurt sound becomes cracking ice. That last one overrides any other item that changes the sound, including the Moon Charm at night.

getting the cores

Every piece needs a Frost Core, and cores come from the Ice Golem, which only turns up during a blizzard on the surface of a Hardmode snow biome. Waiting for one to wander past is slow, so build for it: dig a long trench with a roof over it and leave a single block gap to shoot through. The golem's laser spawns off center, so from directly above it cannot answer you. Water Candles and Battle Potions raise how often one shows up, and a blizzard is the only window.

stacking debuffs

For melee the interesting play is layering. Pair the set with a Magma Stone or Fire Gauntlet and drink a flask, and a single swing is now carrying three separate damage-over-time effects at once. A weapon that applies its own, shadowflame for instance, makes it four. Against a target with a lot of health that quietly does more work than a flat damage accessory would.

when to break the set

Rangers already wearing Adamantite often swap only the chest slot for the Frost Breastplate. You trade some damage and the ammo saving bonus for a large jump in critical strike chance and a little more defense, which is usually the better deal unless you are burning through expensive ammunition.

Progression-wise, this is the snow biome's answer to the desert's Forbidden armor. They are obtained in much the same way and sit at the same point, but Forbidden pushes magic and summons where Frost pushes melee and ranged, so which one you build is decided entirely by what is in your hotbar.
