This one only mounts to a ceiling, so you are hanging it under blocks rather than setting it on a table, and recent versions let it hang from platforms as well. That second option matters for multi level interiors where the floor above is a platform and there is no solid ceiling to work with. Break the block it is attached to and the whole thing drops as an item, so settle the terrain overhead before you start decorating.
building with it
The herb inside is scenery. It does not grow, it cannot be picked, and it does nothing for potion making, so it is competing with other ceiling decor rather than with a planter box. Its job is filling the dead band at the top of a room, which is the part most interiors leave empty. Because it and the hanging brazier are both built on the hanging pot, they hang at the same height, and alternating the two along a ceiling reads as one deliberate row instead of two unrelated items.
