Every piece sits inside the Mushroom Chests that generate in underground glowing mushroom biomes, which makes this a spelunking job rather than a farm. A single chest will not usually cover the whole outfit, so plan on visiting several patches. The biome has to be the naturally generated underground kind. A surface mushroom garden you planted yourself will never contain a chest to loot.

The hat, vest and pants are appearance only and go in the social slots. Between the round white cap and the vest, the outfit is an obvious nod to Toad from the Mario games, which is most of the reason to go hunting for it. Take the Mushroom Chest home as well, since the furniture matches what you are wearing.
