prying the hat off its owner

The hat only comes off the Clothier, and only when he dies, which is awkward because your weapons pass straight through town residents. The clean solution is the Clothier Voodoo Doll: equip it and everything you own suddenly connects with him. Without the doll you have to arrange an accident instead. Drown him, drop him down a shaft, wire a Dart Trap into his room, roll a boulder through the doorway, or leave a door open during an invasion and let something else handle it. A Flymeal or a Classy Cane will hurt him directly if you happen to have one. Lava works too, though it burns up cheap loot, so keep the puddle thin. One kill is all it takes, and he moves back in the next morning as though nothing happened.

the jacket and pants are seasonal

The rest of the outfit never drops. The Clothier's Jacket and Clothier's Pants show up in his shop only while Halloween is running, and the season follows your computer's calendar rather than anything happening in the world. Outside that window there is no way to finish the look, so either wait for late October or move the clock forward if you would rather not.

wearing it

All three pieces are appearance and nothing else, so they belong in the social slots over whatever armor is doing the real work. The hat is the piece with personality. Stand in front of the Clothier wearing it and he will occasionally mention that it looks familiar, which is as close as the game gets to acknowledging where you got it. Dye changes its color perfectly well, though he keeps calling it red regardless of what you have turned it into.
