You need a real lake, not a puddle. The pool has to be genuinely large before the game will offer this fish at all, which is why anyone who digs a small fishing hole beside their forest base never sees one. Surface or sky level forest, plenty of water, and it comes up constantly.

Cook it into sashimi rather than the fried dish. Both start from the same fish, but the raw preparation lands a stronger food buff and holds it noticeably longer, so frying one is a waste of a good catch. A full stack is one of the cheapest ways to keep a food buff running through a long build session without touching your potion supply.
