Tin worlds and copper worlds get the same tool under a different name, so there is no decision here and no reason to hunt the other one down. What matters is owning any hammer before you start building, because nothing else takes down background walls and nothing else slopes a block into a roofline.

Most of the modifiers that look like upgrades round off to the same speed on a tool this weak, so paying to reroll it is money burned twice over. Save it for something you will still be carrying an hour from now.
