it is a combat accessory more than a looting one
Hoovering up ore while you mine is the obvious use, but the reason to actually wear it is that hearts and stars come to you as well. You stop breaking off from a boss to walk over a heart that dropped six tiles away, and during a busy event the difference between reaching a heart and not reaching it is usually the run. Nebula armor pickups and Etherian Mana get pulled in too, which quietly fixes two of the more annoying collection problems in the game.
the hover delay
Items lift and hang for a moment before flying to you. The dedicated pickup items skip that pause and reach further for their specific drop, so for hearts alone or stars alone they are still faster and better. Nothing conflicts: run both and the ranges add together. Think of this as broad coverage that any single specialist beats in its own lane.
getting one
Underworld Shadow Chests and the lock boxes fished out of hell crates both roll it as an extra, not as their main prize, so budget on opening a lot of them. It later goes into the Hand Of Creation, which is where most builders end up putting it anyway.
