The Traveling Merchant carries it now and then, which is the normal route. The other source is the Jungle Mimic, and those only exist in Celebration Mk 10 and Zenith worlds, so on an ordinary world it is the merchant or nothing. It cannot be reforged, so there is no modifier to chase.
it is a fire hose for your own lighting
The stream puts out most placed light: torches, campfires, candles, lanterns, chandeliers, lamp posts, tiki torches, even a disco ball. It works on the cursed versions too, whatever their tooltip implies. The practical use is darkening somewhere you already lit without pulling the fixtures back out, which matters on a spawn farm where your own torches are suppressing the thing you are trying to farm. The handful of lanterns with a creature or a star sealed inside are the exceptions and stay lit.
the wet debuff is the real function
Anything the jet touches gets soaked for a while, players and town NPCs included. Being wet grants immunity to burning, so a squirt at someone standing over lava or pushing through the underworld is genuinely useful rather than a joke. In multiplayer it is also how you switch on a Cute Fishron rider's water bonuses without either of you going near the ocean. It sets off a Land Mine from a safe distance as well.
what it does not do
It makes no water. The jet vanishes where it lands and never fills a container or a pool, so it is no substitute for a bucket. It passes straight through lava without being stopped, but it dies at the surface of real water. And it deals no damage at all, so it belongs in the same drawer as the Slime Gun rather than in a weapon slot, though it will mount on a Weapon Rack if you want it on the wall.
