Wolves are a Hardmode addition to the snow, and they only run at night on the surface. Nothing summons them and nothing gates them past Hardmode itself, so the classic way to meet a pack is to cross the tundra after dark on the way to somewhere else. Once the Wall of Flesh is down, a snowy hilltop at night is rarely holding just one.
why they catch you
They share their behavior with unicorns: a wind-up, then a charge that covers ground faster than a player wearing every speed accessory in the game. They jump high enough that raised terrain barely slows them down. Between the movement, the health and the defense, an early Hardmode character has neither the damage to drop one quickly nor the legs to leave. The single opening is the turn animation, that brief pause while the wolf reorients before its next run. That pause is when you shoot, not when you run.
terrain does the work
Their size is exploitable. A pit two tiles wide is too narrow for one to drop into, so you can stand in it and swing at whatever crowds the rim. Anything eight or more tiles off the ground sits above their jump entirely, which turns the encounter into target practice.
If you want to farm them rather than survive them, lay a long platform fifteen tiles or more above the snow. They spawn on it, and a mount with real top speed keeps you permanently ahead of the pack while you fire backward.
weapons that suit them
Because the whole fight happens on the surface, anything that drops projectiles from overhead has a clear line, and the Daedalus Stormbow treats an open snowfield as an ideal room. Melee players do well with yoyos here, since the yoyo keeps grinding away while you back off from a charge. The Amarok drops from anything at all in a snow biome, so there is a fair chance the tundra has already handed you the answer to its own wolves.
