The point of this bag is not the fishing power, it is the space. Three separate accessories collapse into one, which leaves the rest of your loadout free for wings, boots and defense. Fishing in a dangerous biome or during an event stops being a choice between catching things and surviving them.
stacking rules
Fishing power from this adds on top of the Angler Earring and the lava version of the bag, so when you are chasing a specific rare catch you can wear all three and take the total. Bait conservation does not stack, so there is no reason to keep the Tackle Box in a slot once you have made this.
when to move on
It cannot fish lava, which is the one thing the later upgrade adds. Until you have that, this stays in your fishing loadout permanently and there is nothing to think about. After it, keep this one anyway for the stacked fishing power on rare-catch runs.
